Interesting the theory that Global Cooling results in increased storms. It does in certain places at certain times of the year only.
Global cooling does result in increased temperature contrasts between the poles (which cool markedly) and the deep tropics. But most of this temperature change happens in the lower part of the atmosphere due to the effects of increased snow-cover, less insolation absorbed at the surface, etc. This process is conducive to less convection and fewer storms in general.
Furthermore, colder seas, likewise do not support more vigorous cyclonic activity. Also the upper-air Westerlies shift into lower latitudes where they blow against high mountain chains like the Himalayas- a process which helps remove AAM from the Earth-atmospheric system very effectively- both due to the fictional effects of strong winds over the mountains and the pressure differential that forms across the Himalayas as a consequence. At low latitudes and high elevations the torque impact (and loss of) Westerly AAM is effective because of distance from the Earth’s axis of rotation. The expanding pack-ice and continental snow-cover pushes the main zones of baroclinicity and accompanying Westerly wind belts into lower latitudes, which is why this change takes effect.
Consequently, despite stronger easterly Trade Winds between a cooler subtropics and still- steamy Equator generating more Westerly AAM for the Earth-atmosphere system, much more of this is dissipated before it gets into higher latitudes. This portends weaker Westerlies in middle and higher latitudes and a predisposition towards blocking highs that result in more extreme cold spells and heavy snows in unusual places.
The expansion of the jet-stream into lower latitudes and cold-air aloft getting into lower latitudes means more winter storms with rain (and mountain snow) in places like Hawaii and Israel, fuelled by the passage of cold upper air over still-warm seas in lower latitudes. However, the extent of increased storminess in lower latitudes, that is roughly 25 to 40 deg N and 25 to 40 deg S, is limited by the reduced “Need” of strong surface Westerlies to counter-balance easterlies elsewhere in the World when such strong Westerlies blow further from the axis of the Earth’s rotation- i.e., in lower latitudes.
This is why during times of global cooling, such as the 1970s, and possibly in the last few years too Britain and much of Europe trend trier (parts of the Med being the exception), one of Britain’s most severe droughts in over 200 years occurred in 1975-76- at a time when the world was cooler than the decades before and following. The very severe winters in the 1960’s, late 1970’s and 1980’s- caused by high-latitude blocking over both in Europe and North America- occurred during this period of slight global cooling. Blocking highs don’t develop easily when the Westerly Jet-stream is strong over higher latitudes.

A little logic says that when cosmic rays increase and more water droplets form in the upper atmosphere, more snow will fall producing more dynamic cooling. During the ice age
glaciers grew to as much as 12,000 feet thick. For the atmosphere to continue releasing that much moisture the replenishment cycle needs to be more robust than it is now. That suggests
the land masses will provide moisture to the atmosphere by evaporation & sublimation. I think more moisture on the land is the only possible explanation. You would expect that when more water forms in the atmosphere.

You mentioned Prof. Tim Ball, a well-known Canadian Climatologist, who is sadly gone now, and later the “Hockey Stick” given to us by the proven fraudster, Michael Mann. Ball and another Canadian, Mark Steyn, were both sued by Mann for defamation as they called him a fraud. Many years later Ball won his suit but Steyn’s went on many more years and he was finally found guilty in a Wash. D.C. court.
